3) Develop resources? Yes 3a) Describe: Dennis [McManus] worked with us to produce a video program on the same material but geared to lay liturgical ministers and liturgy planners. The follow up phase includes articles in the diocesan paper, flyers for parishes and bulletin inserts. This phase is still in progress. 3b) Available to others? Yes Notes: In the Fall of 2001, the diocese...executed a program titled "Call to Worship." The purpose was to provide a program of liturgical catechetical renewal while introducing the revisions in the General Instruction. Our feeling was that rubrics, or modifications of rubrics, are useless if the clergy and the people do not first have a foundational understanding of liturgical theology and an appreciation for liturgical praxis.Dennis Mc Manus came into town for three days. He presented a program geared for clergy. All clergy, including deacons and seminarians, were invited to attend a one day session. We had an excellent turnout. At the end of the three days, nearly all of our clergy attended a session. Dennis then worked with us to produce a video program on the same material but geared to lay liturgical ministers and liturgy planners. We did "road shows in every vicariate in the dicoese. LArger vicariates had more than one date provided. We showed the video and then had trained facilitators lead group presentations for each ministry and discussion.We reached about 15,000 people. We are about to initiate an additional program geared to those who plan liturgies for youth. Our diocesan youth department will assist. This program will be offered to liturgy planners in schools (high school and college) CCD programs, and parish youth groups.

4) Most helpful in implementing GIRM? The most helpful thing in implementation has been the attitude of both our Bishop and many other pastoral leaders to see this as a positive catechetical moment in the process of which we introduce a few changes rooted in the positive catechesis.
5) Obstacles in implementing GIRM? 5. Two things have been somewhat of an obstacle. The first would be the determination of a few to see the revision of the GIRM and any changes that are a part of it in a negative light. The second thing would be the few pastoral leaders who jumped the gun and tried to implement change before we even had an official English translation. The Bishop had asked everyone to wait and move together but some of our more conservative folk just couldn’t wait.

None of our materials are available for outside use at this time. Also members of the Diocesan Liturgical Commission as well as the Office of Liturgy are available to go to individual parishes or pastoral planning groupings to speak. 3b) Available to others? 5) Obstacles in implementing GIRM? The impression given by some groups that the Church in the United States is full of liturgical abuses. In a diocese where the people tend to be conservative, outside groups appeal to a fear that we, too, have abuses. In our efforts to promote the teachings of the Roman Catholic Church, we are questioned and held suspect—for teaching what the church teaches. Also, the survey years ago that said that Catholics no longer believe in the real presence. The survey was flawed, but we still suffer from its effects. Catholics do believe in the real presence. Also, tension between: convenience and careful planning. It’s easier to be efficient and convenient so liturgy suffers by becoming streamlined.

Yes 3a) Describe: Each priest and deacon were given a copy of the General Instruction of the Roman Missal, and the Norms for the Distribution and Reception of Holy Communion under both Kinds. They were also given: Outlines of presentations, bulletin inserts, lists of revisions, Outline of General Instruction of the Roman Missal; General information on Lectors, Extraordinary Ministers, Music, Liturgical Ministries and Roles. 3b) Available to others? No Notes: 1 b)Three sessions were held September, 2003. Priests, deacons were encouraged to attend one. Sessions were conducted by diocesan priests, with a keynote presentation by Msgr. Charles Gusmer (from the Archdiocese of Newark).
4) Most helpful in implementing GIRM? Most helpful was the support of the diocesan bishop in providing this catechesis, as well as his desire for uniformity in liturgy throughout the diocese. Also helpful was the genuine interest by clergy and laity alike in understanding the new norms, and the rationale behind the new norms. The VAST majority of clergy and laity were quite open to the implementation of the new liturgical norms in their parishes, and they at times sought the advice and direction of the Office of Worship in assisting them with the implementation.
5) Obstacles in implementing GIRM? No real obstacles were encountered. A very few number of priests (2 or 3) and a few lay persons (less than 20 who were present at the catechetical sessions) expressed that they would not implement some of the new liturgical norms in their parishes (particularly in regard to the new norms governing extraordinary ministers of the Eucharist) because they disagreed with the rubrical changes. This, in my judgment, is unfortunate since it means that these very few priests and lay persons will be imposing their own liturgical "mindsets" on the entire parish to which they belong.

3) Develop resources? Yes 3a) Describe: Five bulletin inserts were provided to all parishes detailing the rubrical changes that most affected the assembly at worship. A bi-weekly article in the diocesan newspaper will soon begin that will provide a step-by-step catechesis on "why we do what we do at Mass." Also, the director of the Office of Worship was invited to approximately 10-15 parishes in the diocese to provide a catechetical session for the parish at large on the revised GIRM. 3b) Available to others? Yes Notes: 1 a) Approximately 220 (out of a total of 300) priests and 100 (out of a total of 130) permanent deacons were catechized. 2 a) Approximately 2,000 lay persons were catechized (representative samples from each parish of the diocese). Also, the instructors in the School of Liturgy (who provide training for lectors and extraordinary ministers of the Eucharist) were also catechized on the new liturgical norms. All future training of lectors and extraordinary ministers of the Eucharist will be done according to the revised GIRM. 2 b) Ten 2-hour sessions occurred between December 2002 and February 2003 (the revised GIRM became effective in the Diocese…on the First Sunday of Lent 2003). All sessions were concluded prior to this effective date.

4) Most helpful in implementing GIRM? Probably the modeling of the Eucharistic liturgy when we did the two diocesan presentations last October. We went through the Introductory Rites & the Liturgy of the Word in the morning, had lunch, and went through the Liturgy of the Eucharist & Concluding Rites in the afternoon.
5) Obstacles in implementing GIRM? Not having the official translation of the GIRM for so long. Also, not having the Order for Mass translated in English. We found the GIRM 2002's silence on the role of the deacon in the Act of Penitence to mean they no longer could not do the tropes. That, however, is not true because in the Latin edition of the Ordo Missae #6 it says they can. There are still things about the GIRM 2002 that seem incomplete.

The bishops of [the state] decided that the revised GIRM would be implemented in the state on the First Sunday of Advent 2003 in order to give adequate time for catechesis. Our bishop mandated workshops for the laity as well as for the clergy in our diocese, and the workshops have been very well received. Our Office of Worship will also be doing some catechesis with our Catholic school religion administrators in November.

Yes 3a) Describe: We have a one-page handout with instructions for Lectors, a one-page handout for Extraordinary Ministers of Communion, a two-page hand-out on Music in the Liturgy, a one-page handout on the Posture of the Assembly, and we are presently developing a one-page handout on Active Participation and Silent Reflection in the Liturgy. For our workshops, we also used (with permission) the excellent resource on the Order of the Mass from the Diocese of Pittsburgh, which is available on their website. Although lengthy, it is excellent material. 3b) Available to others? Yes Notes: 1) We had four regional sessions in the spring and one make-up session in September 2003 for those who missed the original sessions in the spring. In addition to the training sessions for the clergy, our Office is also preparing packets of information and bulletin inserts to be mailed to all our priests later in October. Our diocese, along with all the other dioceses in Louisiana, will not implement the revised GIRM until the First Sunday of Advent 2003. 2) Yes, we are in the process right now of conducting catechesis programs for the laity. Our last regional program is this coming Saturday. As of that time, we will have conducted four regional workshops for the laity, on Saturday mornings in September and October 2003. Our turn-out has been excellent. The Director of the Office of Worship is conducting all the workshops. He also did a workshop in August for our seminarians. We did not bring in an outside presenter.

I had a committee of 7 who assisted in the prep of materials. Our Canon Lawyer did a very brief section on "how to read the language of the GIRM"
4) Most helpful in implementing GIRM? I found Smolarski's commentary very helpful. Frankly, my Bishiop has been very helpful in agreeing with me that the focus is on the opportunity to examine how we are doing parish liturgy--less rubrics amd more the deeper principles of the liturgy.
5) Obstacles in implementing GIRM? The local paper… picked up a press release from Cleveland saying that "major liturgical" changes were on the way. I asked to be interviewed by the local reporter and clarified what was happening. I have an internal obstacle which is founded more in a fear that what I say about the GIRM being in continuity with the Consitution on SL will be disproven by more and more restrictions and rubricism.

6) Most helpful in implementing Norms? We are using materials first generated from the Archdiocese of Louisville for Communion ministers. We are holding 3 "train the trainer" workshops in Oct asking parishes to send reps who will be trained to give the communion minister workshops in their own parish. WE use the Louisville materials-which are excellent -plus revised handouts and materials generated by the FDLC region and among our state worship offices.

3) Develop resources? Yes 3a) Describe: I worked with others in the FDLC region and state on the materials we used in our diocese, as well as the BCL materials. This was one of those events which demanded that people work together in the region and state and that has been a good thing. 3b) Available to others? Yes Notes: The clergy and parishes have received all the handout materials from the BCL, the adapted materials which our FDLC region created available in hardcopy and on disk, plus a copy of both GIRM and the Norms. We are not planning on doing many sessions with the laity at this time, but depending on this occuring in the local parish.

5) Obstacles in implementing GIRM? The media was and is an obstacle to the implementation of the General Instruction. Since the General Instruction has been released, the media has focused on the sensational. Rather than giving the document time to stand on its own merit and giving diocesan offices with their bishops time to discern how it would be best received by the faithful, the media provided information out of context. In many cases, the biased opinion of the media caused great unrest among the faithful.
Diocesan directors and their bishops are now faced with having to react to press releases rather than to present the General Instruction with Norms for Holy Communion as a continuum of the liturgical renewal that began with Sacrosanctum concilium. In my opinion, it is most unfortunate that the document was released to the media before it was made available to bishops and their diocesan liturgy directors.

Both clergy and laity are willing to study, learn, and make the changes necessary for all of us to pray together with credibility and grace.
7) Obstacle in implementing Norms? Most of our parishes have one priest and rely on the extraordinary ministers of communion to assist with the distribution of communion. Since the extraordinary ministers are not allowed to participate in the fraction rite, the communion rite is unduly extended.
To try to accommodate this directive, it will become easy to digress into pre-Vatican practices such as: a priest or deacon who is not participating in the Mass running into the sanctuary during the fraction rite to help with the distribution of the holy bread and sacred wine, fraction rite, using hosts from the tabernacle, or not offering the cup. We have taught our people through the years that the sign of reverence for receiving communion is standing and walking attentively in procession to the altar, to cup their hands and lift them to receive the host, to reaching out to hold the cup reverently when receiving the wine, and adding their voice to the voice of the community by singing the communion hymn. Now we are asking them to add a bow (GI160). Bowing is foreign to our culture and will require serious effort. So there are many questions to be discussed: what kind of bow, when to bow, how do we bow without disrupting the flow of the procession, why are we adding another sign of reverence? It is difficult to understand or explain the logic which suggests and promotes lessening the number of extraordinary ministers and using intinction as a way to highlight the role of the priest and deacon as ordinary ministers of communion (24). If this practice is used, it will deprive the faithful of receiving communion in the authentic tradition of the Church.
Some extraordinary ministers of communion sense their gift of service to the community through this ministry is no longer valued. Others feel helpless standing by watching and waiting for the priest to distribute the sacred species. Still others are concerned about their years of ministry now looked upon as a role of convenience: a fill in when a clergy member isn't available at the zero hour. |
3) Develop resources? No 3a) Describe: We see, as one of our greatest challenges, preparing resources for an understanding of the Norms for Holy Communion. We have begun an initial dialogue on how they will affect the current practice in our parishes and at our diocesan liturgies. By the end of November, we hope to have some recommendations to offer. 3b) Available to others? No Notes: Our diocese is planning to sponsor training sessions for both priests and deacons. Members of the clergy and diocesan offices are working with us to determine how the training will be conducted and when to schedule the training. In addition to a general session, vicariate gatherings are being considered. At this point, no plans have been made to bring a presenter in from outside the diocese. Our diocese will sponsor catechetical programs for the laity on the General Instruction and Norms for Holy Communion. In addition to general "study days" we are planning to prepare materials for and gather the coordinators of each ministerial role to provide them with the information and the support they will need to instruct members in their parish who serve in these roles. These include: lectors, extraordinary ministers of communion and servers. The Diocesan Music Subcommission will address the needs of musicians while the Art and Environment Subcommission will work with the artists and environment coordinators. The Office of Liturgy will assist the parish liturgy committees in preparing the assembly via providing parish bulletin articles and parish newsletter information. We are also working on a diocesan newsletter "The Liturgical Apostolate" which will provide information and resources to these committees. The Diocesan Liturgical Committee is preparing a CD that will be available to parishes by early spring. The RCIA directors are working Diocesan RCIA Subcommission to design a process to assist catechists with the teaching of the Mass.For the study days and "minister days" we may bring in a presenter from outside the diocese. The completion of the materials will determine the month and year of the presentations. As there is very little new material in the General Instruction we see this preparation time as a necessary time of spiritual growth and liturgical renewal, therefore, we are not eager to rush into implementing the General Instruction without full educating all the faithful.

Now, I find "The General Instruction of the Roman Missal 1969 - 2002, A Commentary" by Fr. Dennis Smolarski from Liturgical Press, Collegeville, to be very helpful.

A more pressing issue is how musicians receive Holy Communion given that the "chant" is to begin as the priest receives.

This, however, is not an issue among most. It will be interesting to see how and if the "traditionalists" will respect the common posture and gesture when receiving Holy Communion, instead of continuing to genuflect. This is a small minority of people, however. |

These, with two Saint Anthony Messenger Press Catholic Updates ("Changes in the Mass: The New General Instruciton" -- and "Sunday Mass: Easter All Year Long") will be in all parish bulletins according to a unified schedule on nine Sundays beginning October 5. The same inserts (excluding the Catholic Updates) will appear as feature articles in our diocesan newspaper The Catholic Messenger.
A tri-fold brochure explaining the postures of the assembly during the Mass, based on one produced by the Archdiocese of Milwaukee, is also being distributed through the parishes.
The Commission also developed a "Pastoral Guide for Reflection" to help parish commissions evaluate the celebration of Mass locally.

Tony Sherman, etc. have been expremely helpful. Also the one-day workshop sponsored by NPM that I attended in Phoenix in April, 2002.
5) Obstacles in implementing GIRM? The lack of interest I see in even our local leadership in looking deeper into the meaning of liturgy, the underlying principles of the new directives. In my opinion, we are directing our energies in the wrong direction, toward externals rather than internals, and I find that very frustrating and de-energizing.

Jim Maroney here in the diocese for a weekend of presentations on the GIRM in February , 2001. He gave a 3 hour presentation to priests on Friday afternoon, a 2 hour eveningpresentation to deacons and their wives, and a 3-hour Saturday session that was open to all. These were quite well received, even by most of the priests. (I think they probably think that was sufficient catechesis on GIRM principles.)We have purchased the distribution rites to the articles (English and Spanish) by Dennis Smolarski, SJ, and have made them available to all the parishes. There has been a positive response from clergy to those articles. 2) I had hoped to do that, yes - to offer a series of workshops specifically on that. So far there has been no call for that yet. As long as we were dealing with interim translations, no one seemed to take it seriously. The whole process of releasing preliminary translations needs to be scrapped. Until the final edition is avaiable, it is better not to talk about anything at all. All it did was cause uncertainty and revive feelings of mistrust relating to the changes that took place in 1966.

The ambivalence of the bishops in this area also has not been helpful. |

[The] Bishop['s]...letter of Promulgation of the Adaptation to the Roman Missal assures that the parishes are notified that the changes are to be done immedialtely. Also having the laity present (at a time different from the priests) helped to make them aware of the responsibilities of the liturgical teams.
5) Obstacles in implementing GIRM? Obstacles in implementing the General Instructions are the coustoms or habits that the people already have, eg. holding hands at the Our Father. These will be hard to change since the cultural expression of the [people] lends itself to this form (holding hands) of expression of unity, friendship.
